Turn2us is a financial aid program that helps people in financial distress to get financial assistance, such as grants, welfare benefits, and charitable donations. It works online, by phone, or face to face through our partners. Funding is not provided by West Lothian Council but is a UK Government initiative. The Obligation Explained
It is important to remember that eligibility for ECO doesn't necessarily mean that an installer or energy supplier will install an energy efficiency measure in a home. You must own your own property or have permission from your landlord to receive ECO benefits. Local authorities can also refer residents to obligated energy providers so they can receive support under the scheme.

This was mainly due to a design flaw in the policy which allowed energy suppliers to prioritise cheaper, easier measures. There was also very little activity in rural areas (only 7.5% of all properties receiving measures were rural), despite the 'rural safeguard' element of CSCo which was meant to avoid this problem. Participating local authorities will need to ensure that these households are in private tenure and are not living in fuel poverty or on a low income. They are especially vulnerable to the effects.
